1.       Strongly Positive Impact”:  Both Consultants (Koff and RKG) agree that Patriot Place will have a “strongly positive impact” on the Town, generating more than $2 Million each year for the Town in new taxes.

2.       Annual Cash Flow:  Both Consultants also agree that, after factoring in municipal costs, Patriot Place will provide the Town profits of between $768,000 and $2,000,000 every year.

3.       Additional Cash Windfall from Fees:  Both Consultants agree, in addition to the regular cash flow from new taxes, Patriot Place will generate Permit Fees of $2.9 Million for work estimated to only cost $600,000.  This means a cash windfall of $2.3 Million to the Town from Patriot Place, in addition to taxes.

4.       Strengthened Police and Fire Departments:  Both Consultants allocate a portion of positive revenue from Patriot Place to hire new police and fire personnel.  Koff supports the police and fire chiefs’ desire to fund a 25% increase in police/fire staff.  Such a dramatic increase in town employees would be unprecedented and overcompensate for estimated impacts.  RKG proposes increases per the Town’s need, based on proven estimated call and response activity.

5.       Opportunity for Tax Savings:  As shown by both Consultants, the annual cash flow from Patriot Place can lessen the tax burden by providing significant tax relief to the citizens of Foxboro.

6.       Significant Benefits:  While acknowledging the “strongly positive impact” of Patriot Place due to its substantial cash flow, Koff neglects to identify other important benefits of Patriot Place, which are hard to ignore.  For instance, the estimated 1,200 job opportunities, the prospect for property tax relief, the positive impact on other local businesses and a state-of-the-art Patriot Place complex in Foxboro, offering first class restaurants, theater, hotel, shops and medical center, all convenient to the Community.

7.       Patriot Place Cash Flow Will Save Town From “Tipping Point”:  Koff asserts that services in town are precariously understaffed - a “tipping point” where the Town would “no longer function” without adding staff.  Assuming this to be true, “Chestnut Green” and other developments currently under construction will have an imminent impact on the Town - hundreds of new housing units and commercial space that will force the Town to this “tipping point” long before Patriot Place is completed.  The Consultants agree that Patriot Place will provide the necessary cash flow to the Town to help address existing staff shortages and other pressing Town needs- this is a direct benefit of Patriot Place, not a cost.

8.       Extensive Review of Patriot Place Design and Operations Successfully Concluded:  Koff, while not a traffic engineer, raises confusing and unsupportable questions relating to traffic flow and design.  All traffic improvements relating to traffic volume, off-site roadways, and site driveways have been exhaustively designed, reviewed and approved by certified engineers (including the Town’s experts) and professionals at the MassHighway Department.  After lengthy and careful review, the process was concluded and the project was approved by the Foxboro Planning Board.
